Reëlected 1882; elected district judge of the 9th Judicial District of Iowa, 1885, but resigned in 1889. Moved to Chicago, 1889, becoming a partner with John Gibbons, under firm name of Gibbons & Kavanagh, later Gibbons, Kavanagh & O’Donnell, and after the election of Judge Gibbons to the bench, title changed to Kavanagh & O’Donnell and so continued until 1888.
