Journalist for 40 years in Puerto Rico and in Madrid. Delegate to the Puerto Rican Legislature, 1904. Senator from Guayama, 1917.

Official historian of Puerto Rico since 1931. Member of the Board of Trustees (Junta de Síndicos) of the University of Puerto Rico since 1931.
