From 1897 directed Minsk Jewish workers’ propaganda circles. Same year joined Bund. Worked in Minsk, Vilnius, Odessa, et cetera
Repeatedly arrested and exiled. Member, Literature Collegium, Central Committee, Bund. Member, ed staff, central Bund newspapers.
From April 1917 member, Central Committee, Bund. During World War 1 abroad. Sympathized with right-wing Centrists (Kautskiy group).
As Central Committee Bureau, member, ed, newspaper "Der Wecker,” member, Soviet Executive Committee, and member, Minsk City Duma, until 1919, followed Bund policy and opposed Bolsheviks. From 1919 helped lead leftwing Bund faction. Alter the schism in the Bund joined Soviet platform.
Head, Minsk Department of Education. Member, Central Executive Committee, Lith-Belorussian Soviet Republic. At 12th Conference member, Central Committee, ’’Communist Bund".
1920 joined All-Union Communist Party (Bolsheviks). 1921-1930 member, Centr Bureau, Jewish Sections, Central Committee, All-Union Communist Party (Bolsheviks). Head, Jewish Section, Main Polit Education Board for Women Workers, Central Committee, All-Union Communist Party (Bolsheviks).
Edited first Jewish cight-volume publ of Lenin’s collected works. Also cd, journals "Jungwald” and Na novykh putyakh. From 1925 rector. Communist University for Western National Minorities.
