Webber graduated from the University of Warwick with a bachelor's degree in 1985. He then received his master's degree and a doctorate from the University of Birmingham in 1986 and 1991, respectively.
Webber started his career as a lecturer at the University of Warwick in 1988. Two years later, he went to the Loughborough University of Technology, where he served as a lecturer in European studies for almost twenty years.
Since January 2011, Webber holds the position of a professor of international politics at the University of Birmingham. He is also the Head of the School of Government and Society there.
Mark Webber is best known as an International Relations specialist. Having begun his academic career specialising in Russian foreign policy, he has spent the last twenty years teaching and researching foreign policy analysis, security studies and international organisation. He is widely published on NATO and the European Union and has helped develop the concept of 'security governance' in International Relations theory. He is currently working on projects that apply the notion of 'collective securitization' to NATO and the EU.
Webber is also known as the author of such works as CIS Integration Trends: Russia and the Former Soviet South, The International Politics of Russia and the Successor States and Russia and Europe: Conflict or Cooperation?. He is also a contributor of articles and reviews to journals, including Third World Quarterly, Journal of Modern African Studies, Journal of Communist Studies, Communist and Post-Communist Studies, Journal of Area Studies, German Politics, Political Studies, Europe-Asia Studies, and International Relations.
