Developed Nevada Consolidated Copper Company. Construction engineering bureau of Mines (resigned). Built Nevada Northern Railway Assistant to Herbert C. Hoover, United States food administrator, June 1917-January 1918.

General director oil div., United States Fuel Administration, January 10, 1918-June 30, 1919. Chairman of Commission on standardization petroleum specifications, United States Government, 1918-1919.
