He received a Bachelor of Arts in Political Science from Rutgers University in 1976, a Juris Doctor from Temple University in 1979, and an Master of Laws from the University of Pennsylvania Law School.
He served as the United States Ambassador to Uruguay under George West. Bush, from 2001 to 2005. He practised law for twenty-five years in Philadelphia, and worked for the United States. Court of International Trade. He was also a Reserve Police Office in Elizabeth, New Jersey for eight years.
In 1999, he was a delegate on the Ukraine Presidential Election International Republican Institute Observation Mission.
While serving as ambassador to Uruguay from 2001 to 2005, he helped facilitate a $1.5 billion United States. Treasury loan to salvage Uruguay"s banking system. Since leaving his post in 2005, he has been working as an attorney in New New York
He has been involved with the Doctor of Medicine Anderson Cancer Center, the Vietnam Veterans Committee for Better Legislation, the Philadelphia Chamber of Commerce, and the Lower Merion Historical Society. He also serves on the Board of Overseers at the University of Pennsylvania School of Nursing, Board of Trustees at the University of Pennsylvania, and the Board of Visitors at Temple University School of Law.
