Tangeman received a Bachelor of Arts degree in Sociology from California State University in 1974. Four years later he earned his Juris Doctorate degree in Law from UC (University of California) Hastings College of Law.
Tangeman began his career as an associate at Ogle, Gallo & Merzon in 1978. Four years later he took the same position at Sinsheimer Scheibelhut & Baggett. Then in 1984, he became a partner at the same company.
In 2001, Martin was appointed a judge of the Superior Court of San Luis Obispo County, where he worked until 2016. Also he served as an assistant presiding judge of the same court from 2006 to 2007 and again in 2014 to 2015. In 2008, Tangeman held a position of a presiding judge of the Superior Court of San Luis Obispo County. Since 2016 he has been an associate justice of California Court of Appeal.
Tangeman has been a chairman of Civil Jury Instructions Advisory Committee since 2014.
