Masakata was born in 1868 in Saitama Prefecture, Japan.
In 1890 Masakata graduated from Tokyo Higher Commercial School.
In 1898 Masakata was appointed a technician of the Railway Board and then the Naval Arsenal. Before he resigned from government service in 1908, he made two inspection trips to Europe and the United States. In 1909 he traveled in Europe and the United States again and in 1910 joined the Muroran Steel Works. In 1915 he established together with other industrialists the Japan Steel Manufacturing Company and became its managing director. He was the first Japanese industrialist to manufacture galvanized sheet iron and was also an unrivaled expert in copper refining.
