Masana Maeda was born in 1850.
After completing his studies in France (1869-1876) entered the Home Ministry, and soon after was sent as a delegate to attend the International Exhibition in Paris.
Masana Maeda resigned from government service (1885) and devoted himself to developing industries in local regions. Returned to government service three years later and was in turn governor of Yamanashi Prefecture, director of Tokyo School of Agriculture, vice-minister of Ministry of Agriculture (1890).
