Masanao Matsudaira was born on April 13, 1844 in Japan.
Masanao Matsudaira fought for the Imperial Army during the Boshin-no-Eki in 1868 and after the Meiji Restoration served the new government and became right-hand man of Toshimichi Okubo. He was Governor of Miyagi Prefecture in 1878, then of Kumamoto Prefecture, vice-minister of Home Affairs in 1896, created Baron in 1900 and Privy Councilor in 1910.
He was a member of House of Peers in 1898.
