Masanori Tsutsui was born on June 15, 1778 in Edo (modern Tokyo), Japan. He was the son of Hirokage Kuze, and commonly called Samanosuke.
Originally a commissioner at Edo (modern Tokyo), he came into the public eye with his brilliant handling of the Morishige (Juzo) Kondō case, which he judged. Later when the Russian Envoy Putyatin arrived at Nagasaki (1853) he and Toshiakira Kawaji concluded a treaty with him (1854).
