In 1917 Masaoki Tsunajima graduated from Tokyo University with a degree in law.
After graduation Masaoki Tsunajima became interested in miners labor movements, he became the president of Miners' Labor Union during the strike at Ashio Copper Mine in 1927. Later Tsunajima was elected as the president of Farmers' Union at Niigata Prefecture and played a prominent part in its activities together with Shoichi Miyake and Rikizo Hirano. After the Manchuriacelo Incident parted from the labor movement due to misunderstanding.
Masaoki Tsunajima also was the chairman of Agriculture and Forestry Commission, and the founder of the Kummin Kyojito (Sovereign and People's Governing Holds).
Since the of World War II Masaoki Tsunajima has been member of Liberal Party, which ticket he elected to the Diet four times.
