Before the Restoration of 1868, he was chief in charge of the clan's financial affairs. Served in the Railway Board of the Imperial Government. After resigning, he went home and founded the 22nd National Bank and reorganized the cotton mill which had formerly belonged to his clan. The reorganized Okayama Mill prospered. Became the first mayor of Okayama in 1889. Restored the Shizutani-ko School of the Okayama Clan and founded a poor house and an asylum for delinquents.
