Masayoshi Oshikawa was born in 1849. He was a son of a retainer of the Matsuyama Clan (Ehime Prefecture).

He entered the English language school of Samuel Rollins Brown in 1872 and embraced Christian faith.
When he was preaching in Niigata (1877), he was persecuted by local Buddhists. He established the Tohoku Gakuin School in Sendai (1885). For the purpose of securing funds for his school, he engaged in mining since 1901.
He was active as a member of the House of Representatives in the Taisho Era.
