He graduated from Law Department of Tokyo University in 1939 and joined the Foreign Ministry.
He stationed at Shanghai in 1939. In December 1939 he was enlisted in the Army. He left the Army in 1946. Then he served as liaison officer of Central Post-War Liaison Office in 1946. Next year he was assigned to General Affairs Section of Construction Department. He returned to the Foreign Ministry and appointed Consul to Portland in 1952. In 1954 he became a chief of Passport Section of Bureau of European and American Affairs and chief of Passport Section of Emigration Bureau in 1955.
