Matsuemon Koraku was born in 1743 in Harima (Hyogo Prefecture).

From childhood showed an uncanny ability to make and invent things.
After long years of experimenting Matsuemon Koraku was able to improve upon the coarse and weak sails then used, by in-venting a new method for weaving. This sail came to be known as Matsuerrwn-ho (ho means sail) (1785). Was commissioned by the Shogunate to construct ports in Hokkaido, and later to improve facilities at Hakodate Port and ferries and rivers in Idagawa and Imagawa at Bungo (Oita Prefecture). After this his main work was to improve ports and rivers for navigation at several other provinces.
