He studied at primary school at Honjo-Ku in Tokyo. Then he finished Tokyo First Middle and High Colleges. He also received his education at Imperial University.
Sometime he was working as a professor of Army Medical College in Tokyo, Japan. Since 1920, he was also a member of Committee at the Japanese Residential Corporation at Peking. He served as a medical officer in the Japanese Army, and had a degree of surgeon-major.
Matsutaro was married to Suyeko Arai.
