Matthew Gallagher started his career as a Soviet specialist at the Central Intelligence Agency in 1953. He held this post for nearly thirty years. In the 1960s and 1970s, Gallagher wrote two books: The Soviet History of World War II: Myths, Memories, and Realities, published in 1963, and, with Karl Spielman Jr., Soviet Decision-making for Defense, that was published in 1972. In addition to writing essays on Soviet military policy, he also contributed to Contemporary History in the Soviet Mirror, a book edited by John Keep in 1964. Gallagher was also a visiting fellow at the Center for Defense Information and a staff member of the Institute for Defense Analysis.
