Menshevik, 1903. Emigrated, 190612. Deputy of the 4th Duma (Zakavkaz’e District), 1912. One of the leaders of the social democrat faction.
After the February Revolution 1917, member of the Ispolkom (Executive Committee) and Deputy Chairman of the Petrograd Soviet. Labour Minister in the Provisional Government. After the October Revolution 1917, broke with the Mensheviks.
Emigrated from Georgia to France. Cooperated with the Soviet Government in France. Representative of the Central Union in Paris, then in Brussels.
In 1922, joined the Bolsheviks. From 1924, worked at the USSR Foreign Trade Mission. Returned to the USSR, and disappeared as a victim of the Gulag.
