Maureen Foss was born on August 4, 1941, in New Westminster, British Columbia, Canada. She is the daughter of Huigh David and Joyce M. (Smith) Mulligan.
Maureen Foss attended schools in North Vancouver and Kamloops, British Columbia, Canada.
Maureen Foss, before becoming a writer, spent many years as an activity worker in geriatric hospitals until moving to the Sunshine Coast in 1988, where she lived till June 2001. Foss served on the board of directors of the prestigious Sunshine Coast Festival of the Written Arts for twelve years and then on the Producer's Advisory Committee for a number of years after that. From 1994 to 2001, she volunteered at Madeira Park Elementary in the reading program for grades 1-2. In 2002, she was also a member of the board of directors at Rainforest Reptile Refuge.
Her writing career began in 1986, when she joined a group of other writers - Betty Keller, Gwen Southin, Rosella Leslie, and Dorothy Fraser. They are writing and putting out new published works yearly.
Foss' first book is The Cadillac Kind, published in 1996. The Cadillac Kind was adapted as a radio serial and broadcast by the Canadian Broadcasting Corporation in 2001. It focuses on the mother-daughter relationship, but what Foss created is a truly hilarious road adventure. Her second book, The Rat Trap Murders, came out in 2000. The most recent novel, Scribes, was published in 2011. Some of her writings appear under the name P. M. Foss.

Maureen Foss is a member of the Writers' Union of Canada and the Quintessential Writers Group.
Maureen Foss married G. David Foss on January 1, 1961. But then the couple separated. Foss is the mother of four children: Greg, Terri Johnson, Shawn, and Quinn. Later she married again but her husband died in 2019.
