He was born on May 15, 1846 in Corning, New York, the son of Ethal Curry Buck and Mariam (Underwood) Buck. His parents moved West and finally settled in Kansas.
In Kansas his educational opportunities were meager and most of his early reading was necessarily self-directed.
When he was seventeen he began to preach and two years later he joined the Kansas Conference of the Methodist Episcopal Church. Having volunteered for foreign mission service, he was sent to India in 1870.
His earliest appointment in India was at Shahjahanpur where he remained from 1871 to 1876. During 1876-78 he studied in Drew Theological Seminary, Madison, New Jersey, graduating in the latter year.
He returned to India and was successively stationed at Kumaun (1879 - 84), Cawnpore (1885), and Mussourie (1889 - 92), where he was principal of Philander Smith Institute. But it was as superintendent of the Meerut District (1893 - 1914) that he first had full scope for his exceptional qualities as a missionary. He traveled continually over the district, using a bicycle for the most part, everywhere making friends with persons of every caste and religion.
As his work prospered, he acquired property, secured funds, and trained Indian men and women to meet his needs. Under his leadership a great movement toward Christianity, known as the "Mass Movement, " began. The new converts were from the lowest, "untouchable" groups, Tanners and Sweepers, and utterly illiterate. The training of a large number of pastors and teachers to care for them became necessary. Buck's workers were drawn, mostly, from the "untouchable" groups. Since no literature was available for use in the training of these workers, he began to write books.
His first catechism was prepared for the quarterly conferences in his own district and for his summer schools. Then to meet the growing needs of his workers he prepared books to serve all classes from beginners to members of annual conferences.
Philo Buck's district became an example for other superintendents and his books had a very wide use. For nearly a quarter of a century, he conducted a department in the Kaukab-i-Hind, a religious weekly published in Roman Urdu at Lucknow. Through the columns of this paper he became the teacher of preachers throughout the Urdu-speaking areas of India. The usefulness of his literary work, as well as of his preaching, was due, in no small measure, to a remarkable and idiomatic use of Urdu, and, late in life, of Hindi. Of his numerous works the most important was Christianity in Doctrine and in Experience (1914), which first appeared in Urdu and was translated into Hindi, Marathi, Gujurati, Chinese, Korean, and even Spanish--for use in Latin America.

In 1868 he married Angie M. Tibbott who died the next year. In 1872, in India, he was married to Caroline Louisa MacMillan of Gettysburg, Pennsylvania.
