Career
Meng was born in Harbin, Heilongjiang in November 1953. He graduated from Peking University, where he majored in Law. Meng got involved in politics in December 1972.
Meng served as Deputy Minister of Public Security, Director of the China Coast Guard.
On 18 March 2013, Meng was appointed the Deputy Director of the State Oceanic Administration.
