O’Neill, Merlin was born on October 30, 1898 in North Kenova, Ohio, United States. Son of John Henry and Katherine (Forgey) O’N.

Commissioned ensign, United States Coast Guard, 1921, and advanced through grades to rear admiral, February 15, 1916. Assigned to coast guard cutters, 1921-1927. Commandant of cadets and instructor in physics and tactics, Coast Guard Academy, 1927-1930.

Commanding officer Cassin, 1930-1933, Apache, 1933-1935. Assistant operations officer, Coast Guard Headquarters, Washington, District of Columbia, 1935-1939, chief director Coast Guard Auxiliary, 1939-1941, chief director Coast Guard Reserve, 1911-1912. Commanding officer United States Ship Leonard Wood, combat duty in Atlantic-Mediterranean and central Pacific amphibious landings, 1942-1944, commander Baltimore Section of 5th district, 1944-1945.
