1890's joined student and general revol movement. Twice arrested; participated in 1905-1907 Revol leading functionary, Baku Social-Democratic Gummet group;-: taught and took part in various revel organisation in Baku. 1906 organized "Banner of Freedom” battle squad.
Deputy chairman, Nidzhat (Salvation) cultural and educational society 1910 elected member, Baku City Duma. 1917 elected member. Baku Soviet of Workers’ Deputy.
March 1918, after establishment ol Soviet regime in Baku, appointed Baku Province Commissar and Baku Dcp People's Commissar of Internal Affairs with Baku Council of Minister From May 1918 simultaneously chairman, Executive Committee, Baku Uyezd Soviet of Peasants’ Deputy
Communist Party member from 1898.
