From 1901 revol work in Odessa. 1902 arrested; member, Astrakhan’, Samara, Kazan', Ural and Saint St. Petersburg Party Committee. Member, Centr Group of Military Orgs in Finland.
1907 sentenced to five years at hard labor, which he served at Shlisselburg Fortress. 1914 exiled to Siberia. After 1917 February Revol secretary, Irkutsk Soviet.
1918 deputy chairman, Siberian Military Commissariat. Member, Centr Siberian Committee. 1918-1920 fought in Civil War in Siberia.
1920 member, underground central operations staff in Blagoveshchensk. Chairman, Blagoveshchensk Oblast Revol Committee. 1921-1926 head, Foreign Department, Joint State Political Administration.
From 1926 deputy chairman, Joint State Political Administration. From February 1930 Russian Soviet Federative Socialist Republic Deputy PopComr of Workers and Peasants’ Inspection. At 15th and 16th Party Congresses elected member, All-Union Communist Party (Bolsheviks) Centr Control Commission.
From 1930 Presidium member, All-Union Communist Party (Bolsheviks) Centr Control Commission. At 17th All-Union Communist Party (Bolsheviks) Congress elected member, Soviet Control Commission, Union of the Soviet Socialist Republics Council of People's Commissar.
