He is a 1968 graduate of Saint Thomas More High School in Philadelphia. He attended classes at Antioch Law School. Prior to elective office, Horsey worked as a manager at the Philadelphia Parking Authority, 6th Ward Democratic leader, and a Philadelphia Public School Teacher.
He was first elected to represent the 190th legislative district in 1994.
He was defeated in the 2004 Democratic primary by Thomas Blackwell.
