Romano was a student at the Dickinson College Center for European Studies in Bologna, Italy, from 1980 to 1981.
He then entered California Western School of Law in San Diego, where he received a Juris Doctor cum laude in 1985. The school was founded in 1924 as Balboa Law College, received American Bar Association approval in 1962, and joined the Association of American Law Schools in 1967. It is the oldest law school in San Diego.
At California Western he held a Presidential Scholarship and served as Head Notes & Comments and Civil RICO Symposium Editor of the California Western Law Review, an editorial position within his legal studies. His student article 'Churning and the Death of Low Risk Larceny' appeared in volume 21 of that journal in 1985.
Career
Romano's legal career began in Oregon. From 1985 to 1987 he worked as an associate attorney in general commercial litigation with the firm Sussman, Shank, Caplan, Wapnick & Stiles in Portland, Oregon.
From 1987 to 1992 he was an associate attorney with the law firm LaBrum and Doak, where his practice focused on secured creditors' rights, commercial litigation, and insurance defense.
