He is the sixth bishop of the Diocese of San Angelo in the state of Texas. He was the fourth of five children born to Raymond and Janice Sis. He earned a bachelor of arts degree in philosophy from the University of Notre Dame, a bachelor"s degree in theology from the Gregorian University in Rome and a licentiate in moral theology from the Alphonsian Academy in Rome.
Sis was ordained a priest for the Diocese of Austin on July 19, 1986.
From 1990 to 1992 he served as the associate pastor at Saint Mary's Cathedral in Austin, and returned to Saint Mary's Student Center as associate pastor in 1992 and served there as pastor from 1993 to 2006. He then served as the vocation director for the Diocese of Austin from 2006 to 2009.
He served as the pastor of Saint Thomas More Church in Austin (2009–2010) before serving as the vicar general and moderator of the curia of the Austin Diocese from 2010 to 2013. Pope Francis named Sis the bishop of San Angelo on December 12, 2013.
He was ordained a bishop on January 27, 2014 by Archbishop Gustavo García-Siller, MSpS of San Antonio.
Bishops Michael David Pfeifer, OMI, Bishop Emeritus of San Angelo, and Joe South. Vásquez of Austin were the co-consecrators. The liturgy was celebrated in the Junell Center on the campus of Angelo State University. Sis"s father, Deacon Raymond Sis, assisted at the consecration.
