Stephen earned a Master of the Science of Law degree from Stanford University in the United States in 1971. Stephen unsuccessfully contested Doncaster North in 1983. He represented Shoreham from 1992 until 1997, when his seat was abolished by boundary changes and he was deselected in favour of Peter Bottomley.
