Taylor studied at Princeton University (Bachelor 1967) and in 1970, under the supervision of Heinz Otto Cordes, he earned Doctor of Philosophy from at the University of California, Berkeley (Hypoelliptic Differential Equations).

He was a professor at the State University of New York at Stony Brook and is William R. Kenan Professor of Mathematics at the University of North Carolina. In 1986 he was awarded the Lester Randolph Ford Award. In 1990 he was invited speaker at the International Congress of Mathematicians in Kyoto (Microlocal analysis in spectral and scattering theory and index theory).
He is a fellow of the American Mathematical Society.
