Dr. Wooten earned his doctorate (Ed.D.) in Higher Education Management from the University of Pennsylvania, an MS in contract management from the Naval Postgraduate School, master’s degrees from George Washington University and Norwich University, and a BA in psychology from Chapman University. He is a member of the Acquisition Professional Corps and holds a the Department of Defense's level III certification in contracting -- under the Defense Acquisition Workforce Improvement Act (DAWIA).
Dr. Wooten has served in a variety of academic and government executive posts since being retired from the U.S. Marine Corps in 2003. He enlisted in the Marine Corps in 1982 and, after completing training, served as an Air traffic controller from 1983 to 1986. He advanced through the ranks to Sergeant. After completing his bachelor's degree, he returned to the Marine Corps and was commissioned 2nd Lieutenant in 1987. Throughout his career as a commissioned officer, he served in a variety of supply officer, logistics officer, and contracting officer assignments to include Contracting Officer for the NATO Summit Staff in Washington, Contracting Officer in Afghanistan, and Aide-de-Camp to the Commander of Marine Corps Logistics Bases in Albany, Georgia. He advanced through the commissioned ranks to Major, taking his final assignment in Quantico, Virginia, as Commanding Officer of Tenant Activities Company, a 1,200 Marine unit. He was retired in 2003.
Dr. Wooten has served on several boards to include Northern Virginia Community College, Prince William County School Board, Fork Union Military Academy, Northern Virginia Workforce Investment Board, Literacy Volunteers - Prince William, and the NPS Taekwondo Association. He was also a vestry member at Pohick Episcopal Church.

Michael is married to the former D'Andrea Michele Wilson. They have two children.
