Cooper received her Bachelor of Arts from the College of Charleston, a Master of Professional Studies from Cornell University, and a Doctor of Philosophy from the University of Maryland, College Park.

Cooper is a well-respected education leader—both nationally and internationally. Before joining Institute for High Energy Physics, Cooper served as the deputy director for the Advisory Committee on Student Financial Assistance (Advisory Committee) at the United States. Department of Prior to the Advisory Committee, she worked at the Association of American Colleges and Universities, Council of Independent Colleges, and King"s College. Cooper sits on several advisory boards, including Chief executive officers for Cities" Talent Dividend Prize, the International Rankings Expert Group, the National Commission on Asian American and Pacific Islander Research in, and the Southern Association of Colleges and Schools Commission on Colleges.
Cooper is a sought-after speaker who often provides commentary to various media outlets including Cable-Satellite Public Affairs Network, FOX News, and National Public Radio as well as The Chronicle of Higher, The Hill, Huffington Post, Inside Higher Editor, United States of America Today, and Washington Post.
In November 2009, Cooper was named a "thought leader" by Forbes and now serves as a monthly contributor of opinion-editorials to its online education channel—which receives over 40 million unique visitors each month.
Diverse: Issues in Higher magazine named Cooper “25 to Watch” in its special 25th anniversary issue featuring 25 up-and-coming higher education leaders. The publication also celebrated Cooper in its first-ever issue. Politic365 named Cooper one of its 2011 “Game Changers." Cooper is also the recipient of the 2010 University of Maryland College of "s Outstanding Young Alumni Award and the 2002 National Association’s Excellence in the Academy New Scholar Award. In 2010, Essence magazine selected Cooper as a "powerful visionary" while celebrating Black women under 40 who are trailblazers.
Cooper is a member of the board of directors Automated Community Connection to Economic Self Sufficiency-Boston, the College of Charleston Alumni Board, the National College Access Network, and the Washington Center for Internships and Academic Seminars.
