Attended Tokyo University and became a diplomatic student secretary of Ministry of Foreign Affairs.
Michitoshi Takahashi attended Tokyo worked in several offices of the ministry and then became a secretary of the cabinet (1945). Appointed chief of the Laws and Regulations Section of the Treaty Bureau (1948) and chief of the Treaty Section (1950). Assigned to the Deliberation Office of the ministry (1952) and concur rently acting chief of the General Affairs Section.
Served as member of the Japanese delegation to the London Conference for the Adjustment of Relations between Japan and Soviet Russia.
