Devlin studied electrical engineering and computer science at the United States Air Force Academy, graduating in 1977, before completing an Master of Surgery in computer science the following year at Stanford University.

As Chief Executive Officer of Rational, Devlin oversaw the acquisition of several companies, including Objectory Bachelor of Arts (1995), and Catapulse (2001), a start-up which was funded by Rational, in conjunction with Benchmark Capital. In 2003, Rational Software was acquired by International Business Machines Corporation for 2.1 billion dollars (United States), a move that saw Devlin become general manager with International Business Machines Corporation. He retired from the company two years later.
