Education

1903 graduate Law Faculty, Tomsk University.

Career

1902-1912 lectured on finance at Tomsk University. 1910 joined major expedition to study economics of Mongolia. 1912-1917 helped edit Minister of Finance publications in Saint St. Petersburg and lectured on finance and allied disciplines at Saint St. Petersburg University and other higher educational institutions.

1917-1922 rector, Institute of National Economy. Also member of commissions working out measures for nationalization of banks. Chairman, Indiana Geography Department, Commission for the Study of Natural Production Resources, Russian Academy of Sciences.

From 1922 over 15 qears’ exec work for Union of the Soviet Socialist Republics State Planning Committee. Acting chairman, Committee for State Orders, Labor and Defense Council. Expert, Union of the Soviet Socialist Republics Gosbank.

Chairman, Economy Section, All-Union Chamber of Trade. At same time lectured at Moscow higher educational institutions. Also headed Circulation Section, Institute of Economy, Union of the Soviet Socialist Republics Academy of Sciences.
