Type-setter; 1904 arrested in Khar’kov for helping organize Printers’ Trade Union. 1905 joined Jewish Socialist Party. Worked for legal workers’ organizations in Nikolayev and Kremenchug.
After 1917 February Revol executive government, trade-union and Party work in Kremenchug, Voronezh and Khar'kov. After 1917 October Revol member, first Ukraine Central Executive Committee and member, Ukraine Government. 1919 elected secretary, Ukraine Central Executive Committee and secretary, Ukraine Council of People's Commissar.
From 1920 in Moscow with Main Communications Polit Board. Later chairman, Printers’ Trade Union. 1921 with Moscow Soviet.
1922-1924 assistant chairman, Moscow Soviet. 1924 chairman, Main State Insurance Board. 1924-1927 chairman, Russian Soviet Federative Socialist Republic Small Council of People's Commissar.
1920-1921 sided with anti-Party ’’democratic centralism" group, and later with Trotskyist opposition. 1927 by decree of 15th All-Union Communist Party (Bolsheviks) Congress expelled from the Party. Arrested by State Security organs.
