Early 1900's joined revol movement. Member. Bund (Jewish Social-Democratic Party). 1904-latc January 1905 emigré in Bern.
1905-1906 active in Social- Democratic organisation in Riga. 1905 deleg. Tammerfors Russian Social-Democratic Workers’ Party Conference and 1906 deleg, 4th (Amalgamative) Russian Social-Democratic Workers’ Party Congress. Late 1906 emigrated to England.
Early 1907-July 1918 in USA. Organized there special school for political émigrés. Active in Russian Polit Prisoners Aid Social.
1918-1922 with Communist International and Russian Soviet Federative Socialist Republic People’s Commissariat of Foreign Affairs. Early 1923 visited China at invitation of Sun Yat-sen. 8 September 1923 — early July 1927 political adviser, Kuomintang Ccntr Executive Committee.
1927 returned to USSR. Until 1932 USSR Deputy People’s Commissar of Labor. 1932-1934 deputy director, Telegraphic Agency of the USSR.
1934-1949 chief cd, Soviet Information Bureau. From late 1949 chief cd, newspaper "Moscow News". Arrested by State Security organs.
