Member of the Cadet Party, and of the Duma. Editor of the newspaper Slovo, 1907-1908. Deputy Minister of Trade and Industry before 1917.
With the Whites during the Civil War. Chairman of the National Centre, 1918. Emigrated after the Civil War and settled in Paris.
Became widely known as the Head of the Organization for Aid to Russian Students Abroad. Together with Kartashev created a National Committee in Paris, which tried unsuccessfully to unite Russian monarchists and republicans abroad.
