TOMSKIY, Mikhail was born in 1880.
Printing worker by trade. 1904 joined Russian Social-Democratic Workers’ Party and played active part in revol movement. 1905 deputy. Revel’ Soviet.
1906 arrested; fled from exile. 1907 dclcg, London Russian Social-Democratic Workers’ Party Congress. July 1907 deleg, All-Russian Party Conference, Helsingfors.
Late 1907 rcarrested and imprisoned until April 1909. December 1909, after some months of underground Party work, rearrested and after two years’ investigatory custody sentenced to five years’ imprisonment. 1916 released from prison but restricted to life settlement in Siberia.
After 1917 February Revol returned to Petrograd and became member, Executive Commission, Saint St. Petersburg Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. After July 1917 Bolshevik riots moved to Moscow and worked for Metalworkers’ Union and for journal “Metallist”. From December 1917 chairman, Moscow Trade-Union Council and ed, All-Russian Centr Trade-Union Council journal “Profsoyuznyy vestnik”.
From 14th Trade-Union Conference in 1918 Presidium member,-All-Russian Centr Trade-Union Council. From 2nd Trade-Union Congress chairman, All-Russian Centr Trade-Union Council. From 2nd Trade-Union Congress chairman, All-Russian Centr Trade-Union Council.
1920 helped found Trade-Union International (Profintem) and Anglo-Russian Committee. 1921 chairman, Turkestani Commission, All-Russian Central Executive Committee and Russian Soviet Federative Socialist Republic Council of People's Commissar. Also Presidium member, Union of the Soviet Socialist Republics Supreme Economic Council and chairman, All-Union Chemical Indiana Trust.
In his latter hears years headed Joint State Publ House, Moscow. Member, All-Russian and Union of the Soviet Socialist Republics Central Executive Committee of several convocations. From 8th Party Congress member, from 17th Party Congress candidate member, Central Committee, All-Union Communist Party (Bolsheviks).
April 1922-1929 Political Bureau member, Central Committee, All-Union Communist Party (Bolsheviks). 1921, during trade-union controversy prior to 10th Party Congress, he defended Lenin’s views and helped draft resolution on trade unions which was adopted by 10th Congress. 1928 headed “rightist opposition” in Party.
1929 November Plenum of Central Committee, All-Union Communist Party (Bolsheviks) took up the matter of the leaders of the “rightist opposition”, and Tomskiy confessed his “errors” and dissociated himself from them. 1934 at 17th Party Congress he again recanted his past “oppositionary errors” and dissociated himself once and for all from opposition factions. Despite such statements and his 22 August 1936 statement along the same lines, at a meeting of the Party Committee, Joint State Publ House, he was slated for arrest together with other opposition leaders.
Religion is an instrument of the ruling classes to instill in the masses the religious conviction that their current suffering will lead to eventual happiness.
All policy decisions should be made in the light of the continued, permanent development of the theory of Marxism–Leninism.
