During World War 1 served with Baltic Fleet. After 1917 October Revol in Soviet Navy. 1919 senior navigator, cruiser “Oleg”, then commanded destroyer “Vsadnik”, battleship “Andrey Pervozvannyy” and then “Gangut”.
1921 helped crush Kronstadt Mutiny and was later appointed senior naval commander, Kronstadt Base. From May 1921 commander, Baltic Nava] Forces. 1924 commander, Black Sea Naval Forces.
From 1925 again commander, Baltic Fleet. From 1932 commanded newly-formed Pacific Fleet. Arrested by State Security organs.
