Mikhail Borisovich Tulinov graduated from the Academy of Arts (1858).
Mikhail Borisovich took photographs since the mid-1840s. Together with M.M. Panov, he participated in illustrating the work of N.I. Vtorov "Al'bom tipov i kostyumov Voronezhskoj gubernii" (1856). Since 1857, Mikhail Borisovich served in the photographic department of the General Staff Building (Saint Petersburg). At the same time, he worked as a laboratory assistant at the journal "Svetopis".
Mikhail Borisovich was the owner of a photo studio in Moscow (1861-1877). He performed photographs of many figures of Russian culture, including Alexander Nikolayevich Ostrovsky, Lev Nikolayevich Tolstoy, Ivan Nikolayevich Kramsky. He participated in the Moscow Manufacturing Exhibition (1865), the Polytechnic Exhibition (1872), and the Paris World exhibition (1867).
Mikhail Borisovich published the album "Vidy Zoologicheskogo sada v Moskve" (Moscow, 1865). Later he lived in his estate (the village of Vypolzovo, Pereyaslavl-Zalessky district of Vladimir governorate).
