Mikhail Mikhailovich Pleshkov was born on November 1, 1856 in stanitsa Nikolaevskaya of the Siberian Cossack Army (now Russian Federation).
Mikhail Mikhailovich graduated from the Voronezh Mikhailovsky Cadet Corps in 1874. He studied at Nikolayev Cavalry School. In 1884 he graduated from Nicholas General Staff Academy.
Mikhail Mikhailovich was in military service since 1874. He served in the Urals Cossack Squadron Life Guards (in 1876-1884). Since 1887 he was the staff officer for instructions at the headquarters of the army corps. In 1890 he became Chief of the combat department of the headquarters of the fortress of Brest-Litovsk.
Since 1894, Mikhail Pleshkov was Chief of Staff of the 1st Don Cossack Division. Since 1898, he was the commander of the 29th Odessa Regiment of Dragoons. From 1902 Mikhail Mikhailovich commanded the 2nd Brigade of the 2nd Cavalry Division. In 1907 he became Head of the 7th Cavalry Division. In 1912 Mikhail Mikhailovich was Commander of the 1st Siberian Army Corps.
In 1917 Mikhail Mikhailovich was removed from the post of corps commander by the soldiers. Since 1918,he served in the Far East as chief of Russian troops in the Chinese Eastern Railway alienation zone. In 1919 he was elected chairman of the Assistance Committee for Russian People with Disabilities. In 1923 he formed a detachment of white officers to serve in the Chinese army.
