Mikhail Nikolaevich graduated from Borisoglebsk Technical Railway College.
Mikhail Nikolaevich worked as a builder-constructor and organized industrial and construction enterprises. In 1905 he was arrested for paticipating in a railway strike. Since 1898 Mikhail Nikolaevich was a director of Voronezh heat-resistant products association, head of construction company "M.N. Litvinov and Co" since 1909. Under Litvinov's leadership in 1909-1910 in Voronezh the hotel 'Bristol' was built with the use of latest concrete technologies, co-owner of which was also Litvinov.
In 1913-1917 Mikhail Nikolaevich was the Speaker of Voronezh City Duma. In the World War I he represented Duma Food Commission, and organized private hospital for the wounded. At the beginning of March 1917 was the head of the Duma delegation, who occupied the Governor's house in connection with the revolutionary events, and the Chairman of the city Executive Committee of public peace, formed from representatives of the city Duma, County Council and other public organizations.
