Frumar was born on July 18, 1936 in Horky nad Jizerou, Czech Republic; the son of Josef and Marie Frumar.

Frumar received a Bachelor of Science degree from the Institute of Chemical Technology in 1959. Two years later he earned his Master of Science degree from Mendeleeff Chemical Technological.
In 1965, Miloslav was given a Doctor of Philosophy degree from the University of Chemical Technological. In 1981, he also received a Doctor of Science degree from Charles University.
Frumar began his career as an assistant professor at the University of Chemical Technology in Pardubice, Czech Republic in 1961. In 1976, he became an associate professor at the same university. Six years later Miloslav was appointed a professor at the University of Pardubice and held it until 2015.
Miloslav was a reserve fellow at the University of Edinburgh in 1982-1983. Three years later Miloslav took a position of a head department at the University of Pardubice and held it for fifteen years. In 1992, he worked as a visiting professor at the University of Rennes. Frumar is a contributor of articles to professional journals. Nowadays he is a professor emeritus at the University of Pardubice.
Frumar is a member of Czech Chemical Society and National Research Society.
On July 13, 1961 Miloslav Frumar married Eliska BubenÃckova. They have 3 children. Then Frumar married Bozena Petrova on August 6, 1993.
