Education
In 1924 Mineo Tsumura graduated from Commercial Course of Law Department of Hosei University.
Career
After graduation in 1925 Mineo Tsumura began operating a restaurant and served chairman or leading member several restaurant owners' unions. He was elected three times to Yokohama Municipal Assembly in 1942, 1947 and 1951. Then in 1951 Tsumura became vice-chairman of Yokohama Municipal Assembly, he also held additional post of director of Yokohama Chamber of Commerce & Industry.
