Kovač was born in the village of Petrovići near Nikšić (at the time in the Drina Banovina, Kingdom of Yugoslavia, now in Montenegro).

He published Knjiga pisama with Serbian writer Filip David. He lived in Belgrade but moved to Rovinj, Croatia, his wife"s hometown, after Slobodan Milošević came to power.
