He graduated from Communication Officials Training Institute.
He became secretary of Communications Ministry. With formation of All Communications Workers Union after the war became chief of home office branch and thereafter served as secretary-general of headquarters; following reorganization of that union into All Communications Employees Uniop was nominated chairman and served five consecutive terms until he became member of House of Councilors (1953).
