Mitsuo Miyata was born in 1878 in Mie Prefecture, Japan.
He graduated from Tokyo University in 1905.
Mitsuo Miyata served first as secretary of House of Peers, gradually coming to the front as a brilliant young bureaucrat. Was appointed Governor of Fukushima Prefecture, elected once to House of Representatives, recognized and favored by Takashi Hara, which resulted in his being chosen as chief secretary of the cabinet headed by Tomosaburo Kato in 1922.
He became Imperial nominee to House of Peers and figured as a competent member of Research Society. Was appointed the chief of Metropolitan Police Board of Tanaka Cabinet in 1927 and directed the famed March 14 and April 16 arrests of Communist leaders.
After retiring from government service served successively as director of General Headquarters of Department for Development of Asia of Yokusankai (The Imperial Rule Assistance Association) and director of Japanese-Manchurian Central Society, participating in work to make a blueprint for the so-called "Greater East Asia Co-Prosperity Sphere."
