Mitsuru Inoue graduated from the Japan-Russian Association School (later Harbin Gakuin College) (1924).
Mitsuru Inoue worked at the Soviet Embassy in Japan (from 1930). Rendered effort to organize the Japan-Soviet Library which was one of the important projects for cultural intercourse between Japan and Soviet Union. During the war, engaged in study of Goncharov, famous as the author of "Oblomov." He translated several of his books into Japanese, including "Journey to Japan." Also translated the books "Literary Recollection" by Panaev and "Free People" by Gladkov.
