Rose to the Court rank of Sangi or Councillor, then to Gon-Dainagon. Noted for his austere character. In 1159, when Nobuyori Fujiwara attempted to grasp power in conspiracy with Yoshitomo Minamoto by pushing aside Michinori Fujiwara and the Taira family, Nobuyori was insolent enough to exclude Mitsuyori from an important conference of Courtiers. In 1164, he became a priest and took the name of Konen. He was called Katsura Dainagon.
